Regarding the Proposed Development of a Care Home and Car Parkon on land adjoining High Street, Tarporley.

You are hereby invited to attend an extraordinary public meeting with
Tarporley Parish Council
in the Main Hall, Tarporley Community Centre
on Friday 6th July 2018 at 7.00 pm

Liberty Properties are proposing to construct a Care Home and a public car park on land to the West of High Street immediately South of St Helen’s Church and Cemetery. Access to/from High Street would be opposite the Orvis shop. They intend to hold a Public Consultation in the Community Centre on Thursday 5th July from 4.30pm – 8.30 pm where plans and details of the proposal will be made available.
The proposal would provide, approximately:

  • 64 bed Class C2* Care Home.
  • 65 jobs.
  • 88 public car parking spaces plus 6 motorcycle spaces.
  • The car park would be gifted to the Parish Council.

Please note that the proposed development site is in the Conservation Area and is also designated as a Local Green Space in the Tarporley Neighbourhood Plan (NP). The NP Policy TEH3 – Local green Spaces, states that “Development of Local Green Space is not permitted, other than in very special circumstances.”

NP Policy TE4 – Car Parking includes: “Proposals for new public car parking facilities within or adjoining Tarporley village centre will be supported in their entirety or as part of new developments on suitable sites where:
A. There is appropriate vehicular and pedestrian accessibility; and
B. Appropriate hard and soft landscaping is provided to ensure the designs are sensitive to the setting of the conservation area and nearby historic buildings.”

This would be a very significant development for Tarporley.

The Parish Council would like to know what you think of the Liberty Properties’ proposal. We have called this public meeting on Friday 6th July to understand your views and whether you consider that “very special circumstances” apply. Anyone can attend and speak at this meeting. The Parish Council will take account of your views in formulating our response to the proposal.
