Planning Update
The results of the site allocation consultation available below include a number of actions, an up date on each is below:
- Establishing the primary school capacity – the school has provided this information.
- Engage with landowners – these meetings are now taking place and the notes of these will be posted on the Council’s website, to date the meetings have been constructive. Some landowners had responded that they do not wish to develop their land.
- Strategic Environmental Assessment (SEA) – Cheshire West and Chester Council (CW&C) have started the SEA consultation.
CW&C have now supplied an indicative number of 631 new homes for Tarporley for the Local Plan period which is expected to run until 2045.
At the recent CW&C Extraordinary meeting CW&C confirmed they do not expect to meet the December 2026 deadline for the Local Plan and will now have to develop a new Local Plan under the new system leaving a policy vacuum of 2 to 3 years.

As part of this informal consultation we will be holding 2 drop-in sessions in the Committee Room at Tarporley Community Centre in:
Monday 20th October from 2pm until 4pm
Thursday 6th November from 6pm until 8pm
Tarporley NDP was adopted by Cheshire West and Chester Council (CWAC) in June 2016. The Parish Council is reviewing the NDP to ensure it remains up to date, and a new Tarporley Design Code has been prepared to replace the old Village Design Statement (VDS).
The Tarporley Design Code has been created to guide future development in the parish providing clear and specific rules that developers must follow.

When new applications are considered, the Design Code will act as a practical checklist: proposals that meet its requirements are much more likely to be supported. The Code helps to protect what people value most about Tarporley while allowing for change and growth in a way that fits the village’s character.
By setting out local expectations clearly, the Design Code gives residents, the parish council, and developers a shared reference point. Making the planning process more transparent and consistent, and help ensure that future development is of the right quality for Tarporley
Together these documents will help ensure any development in Tarporley is designed sensitively and respect the area’s precious heritage and natural environment. Most of the policies in the adopted NDP have been carried forward into the new Draft Modified Plan but with some amendments.
There will be further informal consultation on allocation of possible sites for new housing in 2026.

A village with a cherished history which has retained its unique character, scale and atmosphere, where residents have a strong sense of pride and belonging and visitors are attracted and welcomed. – A village which continues to be a key rural service centre, providing significant employment opportunities to the local population. A village with a picturesque, vibrant High Street which is enriched by its open aspect to the countryside, marked by buildings of character which offers a diverse range of independent shops and services. – A village which ensures easy access and safe movement for pedestrians and cyclists into and throughout the village. – A village which manages its growth, with infrastructure and services which meet the needs of its local population. |
The draft modified Plan includes 10 Objectives which have not changed and flow from Vision, and these will be delivered through 16 planning policies, Tarporley Design Code and a number of Community Aspirations which the Parish Council will aim to deliver in partnership with CWAC, developers, residents and community groups.
There is an Overall Objective: To support sustainable development in Tarporley.
Economy
- Objective 1 is to encourage and enable growth in local employment opportunities, including the visitor economy.
- Objective 2 is to ensure continued provision of a comprehensive range of local shops, services and major community facilities that meet local needs.
Environment and Heritage
- Objective 3 is to protect and enhance the value of green space and local landscape character to support nature conservation and ensure biodiversity net gain (BNG).
- Objective 4 is to ensure sensitive, sustainable development which protects and enriches the landscape and built setting of heritage assets and responds to Tarporley Design Code.
- Objective 5 is to maintain a green buffer zone around the perimeter of the Village to ensure it does not merge with neighbouring settlements.
Housing
- Objective 6 is to support appropriate new housing which responds to Tarporley’s local needs according to the most up to date housing needs survey.
Improving Facilities
- Objective 7 is to deliver integrated, sustainable and active transport infrastructure proportionate to local needs, by improving traffic management, car and cycle parking, and pedestrian and cycle routes to create a pleasant and safe environment for all.
- Objective 8 is to seek commensurate improvements to key sewerage, water and power utility infrastructure and digital connectivity to meet growing demand through Community Aspirations.
- Objective 9 is to maintain a diverse, cohesive, safe and healthy community with greater choice of shared facilities and recreation opportunities.
- Objective 10 is to continue to involve local people in the process of plan-making, monitoring and delivery of development.
