    This is not a scale of development the Parish Council has sought. The target has been passed down to us — the Government sets the numbers and Cheshire West and Chester Council allocates them. What we can shape is where the homes go, and what comes with them.

    Our Neighbourhood Plan will set the scene for the development of Tarporley in the coming years, with the possible location of new houses. This is an update of the Parish Council’s progress revising Tarporley’s Neighbourhood Plan.

    The Government has imposed new housing targets on all Local Authorities. Cheshire West and Chester Council (CW&C) has to deliver 1,928 per year compared to the previous target of 1,100. Currently CW&C is not meeting the new target and does not have a five-year supply of deliverable building land which is required by planning policy.

    CW&C is currently producing a new Local Plan (their planning policies) and has provided indicative housing numbers for the rural villages.

    Tarporley has been allocated 631 to be delivered over the next 20 years.

    Why are we reviewing/changing the Plan?

    For the policies in a Neighbourhood Plan to be taken into consideration when planning applications are decided the Plan must have been written or reviewed in the last 5 years. The older the Plan is the weaker its policies become.

    Why are we allocating sites for new homes to be built on?

    The National Planning Policy Framework (NPPF) which is the Government’s planning policy document states that for Neighbourhood Plan Policies to be implemented they must allocate land for new housing.

    What is happening?

    Currently we are reviewing the latest draft of the policies and continuing to meet with landowners to identify land to deliver the required housing along with needed facilities, for example, land for a new Health Centre, sports pitches and car parking.

    What will happen next?

    Once we have the policies ready and site allocations have been drawn up there will be a 6 week consultation during which we will hold a meeting and drop-in sessions where you can ask questions and make comments. The results of this consultation will help shape our draft Neighbourhood Plan. There will be a further round of consultation undertaken by Cheshire West and Chester Council before our Plan is examined by planning inspector. The final stage of the process is a referendum where residents will vote on whether to accept the Plan.

    What if our Plan isn’t approved?

    Without a Neighbourhood Plan we will have no control over planning applications which deliver the minimum infrastructure which does not support the community.

    With an up-to-date Plan
    • Our policies are taken into consideration when planning applications are decided
    • We help shape where new homes go
    • We can press for the facilities that come with them — land for a new Health Centre, sports pitches and car parking
    • Residents get a direct vote at referendum
    Without a Plan
    • No control over planning applications
    • Development delivers only the minimum infrastructure
    • That minimum does not support the community
    • Decisions are made without a local voice
    We believe the Neighbourhood Plan is the best way to deliver the required housing along with much needed facilities in a positive way whilst retaining Tarporley’s character.
